Kimberly Rosier Jean-Louis, MBA

Kimberly Rosier Jean-Louis, MBA, is the owner and CEO of 3D Strategic Management, Inc. 3D Strategic Management, Inc., is a full service business development and community relations firm. In this role Jean-Louis has worked on initiatives with the African American Chamber of Commerce, Orange County Public Schools (9th Largest in Nation), Duke Energy and U.S. Department of Commerce.  Jean-Louis created Women Empowerment Wednesdays, an international monthly holistic business development series. The firm also provides strategic business development serves to clients across the world. Jean-Louis created the Student Entrepreneur Educational Development (SEED) program which provides entrepreneurship training to students ages 13-21.

The Orlando Business Journal named Jean-Louis as the 2021 Outstanding Diversity Champion as part of their Diversity in Business Awards. Jean-Louis has served as an African American Stakeholder under former President Trump and currently President Joseph Biden. Jean-Louis has been recognized as a Minority Business Advocate by both the African-American Chamber of Commerce and the Minority Supplier Development Council.  Jean-Louis is a highly respected and requested speaker and has conducted hundreds of presentations on business development and how to do business with various entities across the world.

Jean-Louis owns more than 21 years of experience in business diversity and community relations. Jean-Louis has worked in the Executive Office of the Governor (Florida), at Pepsi Co.’s Atlanta headquarters, for Orange County Public Schools in the Orlando area, for the Greater Orlando Aviation Authority (Orlando Airport), as a consultant for the Florida Department of Transportation and the United States Department of Commerce’s Minority Business Development Agency. In each position, Jean-Louis worked one-on-one with diverse businesses, providing business development that empowered each business to reach its goals – impacting thousands of firms. Jean-Louis has been recognized as a Minority Business Advocate by both the African-American Chamber of Commerce and the Minority Supplier Development Council.  Jean-Louis has conducted hundreds of presentations on business development and how to do business with various entities across the world.

Most recently, Jean-Louis was the program director for the U.S. Department of Commerce Orlando Minority Business Development Agency (MBDA) and prior the Program Director for the Central Florida Expressway Authority as a consultant. In both role, she was responsible for designing, executing, recruiting and training programs for small and diverse businesses. As director of the Orlando MBDA Business Center, Jean- Louis led her team of 12 internal/consultants to two national performance awards. The team was ranked third in the nation. Also, Jean-Louis strategically led her team as they assisted clients with the Most Jobs Created in the nation.

Previously, Jean-Louis managed the FDOT Construction Management Development Program’s Business Development Program and provided Disadvantaged Business Enterprise Supportive Services in Districts 1, 2, 3, 5, 7, Turnpike Enterprise and the Central Office. Jean-Louis was also the dedicated District 5 DBE support services consultant to FDOT compliance personnel and prime contractors and assisted FDOT compliance personnel and prime contractors. Jean-Louis was also actively involved with clients-DBEs, meeting with them to discuss strategies, developing relationships and increasing their participation in all programs – including bid-matching, Construction Management Development Program, Small Business Certification, Business Development Initiative, Bond Guarantee Program and the Business Development Program.

Jean-Louis is the proud mother of three children, Dallas (22), Dakota (14) and Destin (4). She is also an active member of Delta Sigma Theta Sorority, Incorporated and a proud graduate of Florida A & M University.
